The Closest of Enemies – book by Wayne Smith, Chief of U.S. Interests Section in Havana from 1979-1982. One section describes overtures in 1981-82 whereby Cubans urged negotiations in Central America and between the U.S. and Cuba. He describes how the U.S. would keep changing the goal posts and refuse to cooperate with the Cubans.

It essentially debunks all the claims that the Bush administration is making against Cuba being a terrorist nation, and exposes the hypocrisy and deceit of the U.S. government over the years in dealing with Cuba.
