If you have a valid Treasury Department license to travel to Cuba, you can book direct flights out of Miami or New York. Airlines such as American and United, et al, provide such flights - call them. They don't publish them.
Even though we do travel on valid licenses, we find that it's usually much cheaper just to do like non-licensed travelers and fly through the Bahamas or Mexico or Canada - you need no permits or licenses to do this. You can get round trip airfare from Ft Lauderdale or Miami to Nassau Bahamas for $180 or less most of the time (2002). This is compared to the $500-600 for the "official" licensed flights out of Miami. Once you get to the terminal in Nassau you can buy a round trip ticket to Havana at the Cubana Airlines - Havantur Bahamas Ltd counter for $200 round trip (2001).  Cubana Airlines works a bit different than US Airlines so put on your patience hat and be polite. Once you pay for your ticket at the counter you must then get in another line to get a boarding pass with no seat assignment (kind of like SW Airlines). Simply because you just paid them cash in US Dollars to buy the ticket DOES NOT mean that you are guaranteed a boarding pass - so don't dilly dally. Get in that line immediately to get a pass. I think they must sell tickets to everyone that wants one regardless of the seating capacity, then just book you on the next day's flight if they're oversold. You can make reservations with them in advance, but this is to get the ticket - no guarantee yet on the boarding pass until you show up. Get there 2-3 hours early and wait for them to show up at the counter so you're the first one there. There's a nice bar in the Nassau terminal to go back to and relax after you get your pass and are awaiting boarding. This is not an exhaustive listing but is enough to get you started. You can fly this way to Cuba without any type of license whatsoever. You can buy your Cuban Visa when you land. However, be advised that you must then account to U.S. Customs & Immigration when you return to the U.S..

If cancel less than 24hrs before departure: 50% discount plus fee of $25. No show - no refund. Children under one year not using a seat pay 20% ticket price. Children over one year pay full price.

Minimum stay 2 nights, maximum 14 nights. $75 charge for cancellations or reimbursement or changes to already issued tickets. Name changes disallowed. Cancellations less than 24 hrs, 50% refund plus $25 fee. No show - No refund. Children under 2 not using a seat are free - under two but occupying a seat are 80% of ticket - Children 2-11 years are 80% of ticket.

Please travel to Cuba to meet the people there. Find a legal way to go, but GO. When you return to the United States please contact your congressional representatives and the President and tell them you want this senseless embargo stopped immediately.
