Recommendations & Final Report by this County appointed Committee (1995-1997)

This advisory committee was created by the County Commissioners in 1995 to assess the needs of the Boot Key Harbor area, to develop a needs list and options, and make recommendations to the county which the committee feels are necessary or desirable to the community. The complete report is made available here. It was delivered to the County Commissioners in 1997. In spite of the several year period of time spent by this representative group of citizens, the county's final management plan, released in December of 1999, does not reflect much of the intent or specific recommendations from their own appointed committee. This committee's recommendations centered around water quality issues including upland pollution, cleanup from the harbor of abandoned and derelict vessels, an extensive educational program, assurance that the county would not unfairly compete with local business, and a management plan with a limited mooring field. The county's management plan is quite different. It almost totally ignores major water quality issues and centers around government regulation and control of the harbor, and the generation of significant revenue to fund the county's new marina, through the implementation of a mandatory mooring field beginning with 149 buoys that cover most of the harbor. To their credit, the County has acquired the Marina on the harbor from which to base its operations, as was recommended by the Committee.
